Does anyone have a system for mandating service hours from parents who are
on scholarship?
We are looking to implement such a system. We have one very good one from TI
in Baltimore; we are looking for others as well.

I have an issue with that before school begins. Our secretary reads to them,
and the kids love it.

This is what we do. This is printed in our parent manual that we send home each summer before school begins.
If a student is late, (s)he needs to bring a note from a parent explaining
the reason.
If no note is presented, or the reason is not acceptable to the
administration, a consequence will be presented to the child to assure that this does not become a habit.
Less than fifteen minutes late - the child will be given a chore to do for
the school during one of the recesses that same day. Such chores include (but are not limited to) cleaning the lunchroom or picking up trash outside
of the building.
Fifteen or more minutes late - detention will be assigned for amount of
minutes late plus an additional fifteen minutes. In such a case, the child
needs a note from Mrs. Weinberg(school secretary) to enable him/her to
enter class.
We don't have a problem with children skipping classes.

As a Menahel, it is sometimes difficult to be the mentor of a teacher, even
though this is clearly supposed to be part of our responsibilities. The
reason is, for a teacher to gain from a mentoring experience, they must feel
safe and comfortable with the mentor, and admitting a mistake to the mentor.
Since the principal is ultimately responsible for hiring and firing, many
teachers are not willing to "let their hair down" and admit faults and
necessary areas of growth to the principal, out of fear that this will be
used against them somehow. For this reason it is better to have an outside
coach working with faculty members.
With all of this said, the schools that I have led never hired an outside
coach, and I always had to try to be both the mentor and the evaluator.
