In my class of Y1 - 6year olds there is a boy who has poor short term memory. He now knows the Alpeh Beis and the vowels. However, he is unable to blend 1 letter and 1 vowel. 

Does anyone have any ideas how to help him?

Such issues are usually helped by doing activities to "overlearn" the letter/nekuda combinations through modeling, echoing, etc..  I have a workshop video on this topic which is already submitted to chinuch.org and will b'ezras Hashem be posted in the near future.  It is called Laying the Foundation for a lifetime of Fluent Kriah.  You can contact chinuch.org to see when it will be posted on this site.  If it will not be ready quick enough for you, please contact me and I will try to get it to you.

There are two issues that need to be addressed here.
This child's short-term memory, as this will impact many areas not just the reading, and the kriyah.
I wasn't clear on whether you are the classroom teacher or the kriyah teacher.  This child will definitely need individualized help to address both fronts.  The most effective kriyah method will be the one that plays on his preferred learning modality (VAK) and taps into long-term memory (which he has if he knows letters and vowels)
