I was wondering if anyone ever came across or has in their school a standard of how many words per minute  children should be reading per grade level, which a teacher would use as a base to assess their fluency in reading.  Thank you!

I don't know standards for Hebrew, but you might find this chart of English norms to be helpfeul.

I have found that if the boys read 30 words per minute from thillem, then they are on grade level.

Fluency standards depends by grade. 30 words per minute will be minimum for student finishing the reading grade but not for the next grades.
